Just basing on this, your developer seems to have a legitimate explanation. Sometimes, it is the fault of the government agencies concerned, why the release of new Titles is delayed.
Either way, you will just have to wait. Your other option may be to institute a legal proceeding to compel your developer to give you what you should get (your CCT). However, they can just simply answer that case by the explanation they already gave you, if that is really true.
